Title:
config changes during the install process do not affect installed
  system

Status in “ubiquity” package in Ubuntu:
  New

Bug description:
  build: quantal 20121014
  arch: i386 | amd64

  1. during the installation progress, click the icon on the right-top corner of the screen to show the system setting window
  2. change some configs, say: change the default wall paper to another one, and then quit.
  3. after the installation ,you will find your config does not affect at all, the wall paper is still the default one.

if user can not do something through this entrance, we should not
  display it there.
