[Bug 1064271] [NEW] please demote redboot-tools to universe

redboot-tools has not been used in ubuntu since the days where the imx51
arm achitecture was supported. nowadays nothing uses it anymore, there
is a "Recommends: redboot-tools" in ubiquity that needs to be removed
before demoting though.
