Bug description:
  When I plugging my usb camera (07b4:0109 Olympus Optical Co., Ltd),
  system doesnt create appropriate device /dev/sd*.

  # dmesg
  ...

  But when I remove /etc/udev/rules.d/45-libgphoto2.rules, it work fine:

  Version: 2.4.0-2ubuntu2
