Hi John,
Looking on Quantal, it looks like 6.2-9 has got the changes; I don't know if it has gone into anything earlier. The changelog entry reads:

readline6 (6.2-9) unstable; urgency=low

  * Apply upstream patches 002 - 004. Fixes:
    - The readline shared library helper script needs to be updated for
      Mac OS X 10.7 (Lion, darwin11).
    - A change between readline-6.1 and readline-6.2 to prevent the readline
input hook from being called too frequently had the side effect of
causing delays when reading pasted input on systems such as Mac OS X.
This patch fixes those delays while retaining the readline-6.2 behavior.
      Closes: #687100.
    - Attempting to redo (using `.') the vi editing mode `cc', `dd', or `yy'
commands leads to an infinite loop.
  * Make examples Makefile Multi-Arch installable (Shawn Landden).
    Closes: #670030.
  * Fix building with -Wformat-security, and pass CPPFLAGS (Simon Ruderich).
    Closes: #687717.

If you need a fix for the bug in previous versions of Ubuntu, please do
steps 1 and 2 of the SRU Procedure [1] to bring the need to a
developer's attention.

Title:
  Critical readline6 patch not included

Status in “readline6” package in Ubuntu:
  Fix Released

Bug description:
There is a fairly critical readline6 bug that has been fixed with an official patch, but none of the major distros seem to have built with the fix. The patch can be found at
  ftp://ftp.cwru.edu/pub/bash/readline-6.2-patches
The problem in question is fixed by patch 003, but suppose that if a new package is being built that you might as well apply all of them.

The GNU Readline maintainer informed me that you can also get a patched version of 6.2 at
  http://git.savannah.gnu.org/cgit/readline.git/readline-master.tar.gz
He also informed me that it is currently uncertain when another official dot-version of 6.2 (or 6.3) will be issued, and suggested I open a bug report with launchpad (and other distros) to try and get the fix incorporated.

A descriptions of the kind of problems this patch can fix, look at our application with GNU Octave described at
  https://lists.gnu.org/archive/html/bug-readline/2012-06/msg00008.html
  and
  https://mailman.cae.wisc.edu/pipermail/octave-maintainers/2012-September/030316.html

  Thanks.
