Thanks for the report!
For the upstream APT release 0.9.6 (and in a broader view the Debian wheezy release) the manpages were reviewed in Debian by the debian-l10n-english team and in particular Justin B Rye. This and many other typos and wording issues were fixed in that process. This work is included in the upcoming ubuntu release (codename: quantal) already so I am closing this report.

** Changed in: apt (Ubuntu)
       Status: New => Fix Released

Title:
  typo in manpage

Status in “apt” package in Ubuntu:
  Fix Released

Bug description:
  From "man 8 apt-get", we find the following sentence under the 'remove' heading:
    Note the removing a package leaves its configuration files in system.

  I believe the word "the" should be "that", leaving the sentence:
    Note that removing a package leaves its configuration files in system.
