After loading 12.04 lts Partial, the ubuntu desktop fixed itself.
Instead of going to terminal and reporting the bug again I just stopped
the dialog and proceded with the partial install. No further problems.

In the last 2 weeks the none of the upgrade servers have acted
properly, It's like they all dissappeared. My latest upgrades have not
been loading the ubuntu desktop properly.
