Status in “ubuntu-release-upgrader” package in Ubuntu:
  Confirmed

Bug description:
  Upgrading from Kubuntu (amd64) 12.04 to 12.10, I get a popup box
  saying:

  Could not install 'libtiff5'
  The upgrade will continue but the 'libtiff5' package may not be in a working state. Please consider submitting a bug report about it.
  no package named `libtiff5' is installed, cannot configure
