This bug is not present after lucid, but I'll keep this on the radar to
queue up if we do another lucid eglibc release for other bugs.  I'd
humbly suggest that you might want to consider upgrading to precise,
however.

Bug description:
  I have a Lucid system where it can't proceed any further with apt /
  synaptic due to a bug in strncmp in libc. I was able to debug the
  problem and can confirm it is related to an upstream bug.
