That's totally unrelated to package kit. Your script uses hal which is
deprecated since multiple releases. The current way to do power
management is via upower

Bug description:
  Hi,

  My suspend script doesn't work since a few weeks :

  
  $ veille 
  Error org.freedesktop.DBus.Error.Spawn.ChildExited: Launch helper exited with unknown return code 1

  $ more /bin/veille 
  dbus-send --system --print-reply --dest=org.freedesktop.Hal /org/freedesktop/Hal/devices/computer or
  g.freedesktop.Hal.Device.SystemPowerManagement.Suspend int32:0

  $ lsb_release -rd
  Description:	Ubuntu 12.04.1 LTS
  Release:	12.04 

  The other bugs I've found were for packagekit but I didn't have this
  package. I tried to install it and reboot and the bug is still here.
