[Bug 1079741] [NEW] Update manager force the user to restart

Public bug reported:

I just updated my system minutes ago and update manager forces me to
restart without any option to ignore.

In Ubuntu 12.04, the indication to restart was only placed in the system
menu which doesn't disturb the user.

Please don't make Ubuntu act like Windows with stupid useless popups.
