[Bug 1078769] [NEW] UI: Move technical description to dedicated vertical pane

Public bug reported:

Vertical space nowadays is more scarce than horizontal. Why click and
scroll all those tiny boxes stacked on top of each other to get to
update details when it is possible to move at least details and package
description into a pane of their own?

I don't want to featurecreep, but a third pane to the left with browser
to review links from details will be even more awesome and make more
people actually review the issues.
