  Tar -xpf fails to preserve timestamps (non-empty folders)

Status in “tar” package in Ubuntu:
  New

Bug description:
  Use tar -xpf untar a tar.bz2 archive.
  Non-empty folders will lose original timestamps and show date/time of extraction.
  The exception will be the top folder which will have its original timestamp retained.
  Empty folders and files are processed correctly and retain original timestamps.
