[Bug 958031] [NEW] kubuntu-desktop package has strong dependency to rfkill

Many users don't use wireless link.

Moreover, many organisations will never use wireless link.

I think it would increase the quality of Kubuntu if the system admin
would be able to uninstall rfkill.

I suggest to change the kubuntu-desktop dependency to rfkill from
'depends' to 'recommends'.
