That file is an example, not an actual init script.  It is not intended
to be run and should not be executable.

Status in “sysvinit” package in Ubuntu:
  Invalid

Bug description:
  In my folder /etc/init.d is the skeleton script the only of the
  scripts which isn't executable. Maybe this is unwanted and should be
  changed then. I'm using Ubuntu 11.04 dev.
