[Bug 1076836] [NEW] No language "try or install" screen

Public bug reported:

Created persistent USB Lubuntu desktop 13.04 amd64. Booted up USB and
had no normal select language screen and no try or install menu screen.
Hitting enter twice gets me to the live screen persistence is fine, and
iso installs fine on full drive and along side installs. Will check the
Ubuntu desktop 13.04 Raring after download completes.
