This seems related to machines behind a proxy, and the proxy not being
well detected. That's why "wget" works, but "dpkg" does not seem able to
detect the proxy to download the file. Anybody can confirm that this is
only seen on machines behind a proxy?

Bug description:
  I just tried to update (using apt-get update  ; apt-get upgrade) a
  system running Lucid 10.04.1 and the flash plugin has failed to
  update. Its try to download
  http://archive.canonical.com/pool/partner/a/adobe-flashplugin/adobe-
  flashplugin_11.2.202.243.orig.tar.gz, but this doesn't exist.
