This bug is quite old. Can you reproduce such a behaviour from updating
from 8.04 -> 10.04 or from 10.04 -> 12.04. Thank you for testing!

Bug description:
Binary package hint: initramfs-tools
After update from dapper to edgy I could not boot the linux-generic
kernel (2.6.17-10-generic) only the linux-386 kernel (2.6.17-10-386).
The error message was "Waiting for root filesystem..." then after a
few minutes I was dropped to a busybox shell.
After some investigation it appears that the problem is that the
linux-generic kernel does not include sata drivers but the linux-386
kernel does (I have never had a problem with dapper kernels either).
My root partition is on a SATA drive.
The fix was to add libata to /etc/initramfs-tools/modules and run:
> update-initramfs -u -k 2.6.17-10-generic
I was very confusing that the different kernel versions included
different compiled in modules.
I would suggest that the upgrade should install the linux-generic
kernel if upgrading from a smp kernel and include any additional
required modules for booting in /etc/initramfs-tools/modules.
The upgrade was done graphically with the update-manager:
> gksu "update-manager -c -d"
