[Bug 1075867] [NEW] skill is broken in 12.10

Public bug reported:

The command skill doesn't work in 12.10 anymore.

skill -KILL -t <term> -u <user> used to work in 12.04, after the upgrade
to 12.10 this is no longer the case. Replacing skill with pkill while
maintaining the exact same command line options worked though.

Probably not a big deal as skill's own manual page is not exactly in
favor of the command and already recommends the alternative pkill
("These tools are obsolete and unportable. The command syntax is poorly
defined. Consider using the killall, pkill, and pgrep commands
instead").
