seems that updating udev deleted the file /lib/init/upstart-job which seem to be owned by upstart package
I just re installed upstart package and works fine now
sudo aptitude reinstall upstart
reboot and everything will be ok

  Anyway, update-manager requires memory for operation. Thus there is no
  problem with memory consumption while decompressing.

  The below compression option achieves a higher compression ration :
  "xz -9e"
