Bug description:
devscripts 2.12.4
Ubuntu 12.10 amd64
Without -v option, dch detects current distribution and the
distribution in debian/changelog is set automatically.
With -v option, however, the detection always fails (or is not done)
and set the distribution "UNRELEASED", so I have to use -D option
every time.
