Bug description:
  Binary package hint: devscripts

  For example, the nipy package has a changelog:

  nipy (0.1.2+20100526-2build2) natty; urgency=low

  running dch -i on this adds an entry for:

  nipy (0.1.2+20100526-2build3) natty; urgency=low

  but it's much more likely that the new version will include a change
  substantial enough to warrant a 0ubuntu1 tag.  This should be the
  default for dch -i so that it usually does the right thing.  Perhaps
  another option could be added or repurposed to increment the build
  number in the rare case of a no-change upload.
