Bug #1001609 has been clarified to refer to all updates, so I think this
bug is probably a genuine duplicate.

Don't be confused by the two different kinds of web addresses. update-
manager uses http://changelogs.ubuntu.com/ (currently not working)
internally to fetch changelogs, but displays web addresses at
http://launchpad.net (currently working) for the user to click on.

  Confirmed

Bug description:
  Up until a week or so ago, updates used to come with descriptions of
  their changes in the "Description of update" box. Now, all updates
  that support changelogs say instead "The list of changes is not
  available yet." and provide a (working) web link to an online page
  describing the changes. The changelog apparently can't be retrieved no
  matter how long I let the updates sit before installing them.
