Please test if the upcoming devscripts 2.11.8 suites your needs. It
tries to detect the vendor based on a given distribution name.

Status in “devscripts” package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: devscripts

  It would be nice if dch on Ubuntu supported the Debian values for -D
  for those of us preparing builds for Debian machines. At the moment it
  warns that an unknown distribution was specified.

  Related, it would be nice if -i would do the right thing if a Debian
  distribution was specified and not add a ubuntuX suffix for the new
  version, but instead just increment -X.
