You say you statically configured an interface using nm-connection-
editor and assigned a nameserver address, and that address did not show
up in the resolvconf-generated resolv.conf file.  There is a flaw
somewhere in that chain of events.  I believe the flaw is not in
resolvconf so I am reassigning this report to network-manager-gnome, the
package containing nm-connection-editor.  In order to get to the bottom
of this it will be very useful if you can reproduce the incorrect
behavior you originally reported.

Status in “network-manager-applet” package in Ubuntu:
  New

Bug description:
  Just upgraded from 11.04 to ubuntu 12.04 LTS, and lost the capability
  to resolve names on the system. There were no problems indicated
  during the install, however after the install performed the reboot, I
  have not been able to resolve any domain names. My network cards all
  have my ISP's DNS configured as they were prior to the install. but
  still unable to resolve domains. Is this a known problem? Does anyone
  have an idea what the problem might be?
