Sorry if it's already solved (this bug is 1 year old), but this does
work:
dch -v2.1.9-1 -Dunstable --distributor=Debian

Title:
dch -D doesn't recognize unstable
Status in “devscripts” package in Ubuntu:
New
Bug description:
Binary package hint: devscripts
$ dch -v2.1.9-1 -Dunstable
dch warning: Recognised distributions are:
{dapper,hardy,jaunty,karmic,lucid,maverick,natty}{,-updates,-security,-proposed,-backports} and UNRELEASED.
Using your request anyway.
dch: Did you see that warning? Press RETURN to continue...
dch should support Debian release names as well since many people work
on Debian packages from an Ubuntu system.
