[Bug 1002531] [NEW] with update config set to 'normal' update-manager offers to upgrade to maverick, despite maverick's EoL status

Public bug reported:

In ubuntu 10.04 LTS, if a user adjusts /etc/update-manager/release-
upgrades to ask for 'normal' upgrades instead of 'lts' upgrades, update-
manager will happily prompt the user to download ubuntu 10.10, even
though the latter has now reached end-of-life status.

'update-manager' should probably be offering a upgrade to the next LTS
(if released) or behave in accordance with the 'lts' setting after the
LTS+1 release reaches end-of-life.
