Yes, they are corrupt packages - but the package is corrupt *on your disk*, not in the Ubuntu archive.  You probably need to remove /var/cache/apt/archives/libpam-runtime_1.1.1-2ubuntu5.4_all.deb from your system and try the upgrade again.
