[Bug 1001557] [NEW] update-manager to not actualize user information about package informations

Public bug reported:

I am on Ubuntu12.10 Quantal 64bit.

The update-manager has on it's GUI an infromation text of the type:

"The package information was latest updated "x" days ago."

Even an update of the package infromation with the check button( and
installing the updates/upgrades) do not chanche that line.

A close and start again of the update-manager do also not chanche that
text.

I have not tried and newstart of the system, but anyway, the text should
not be dependent of this.

Also a update of the package list with apt-get update or synaptic do not
change the behaviour of update-manager.
