mounted-tmp uses 'find' -- but if /usr is not yet available it will fail

Title:
  /etc/init/mounted-tmp.conf doesn't clean /tmp if it's NOT a mountpoint

Status in “mountall” package in Ubuntu:
  Confirmed

Bug description:
  Binary package hint: mountall

  Version: Ubuntu 10.04 LTS
  Arch: i386
  Package version: 2.15

After a fresh Lucid install I noted /tmp was not cleaned any more (it
did on Karmic). I use a single partition and /tmp is not a separate
  mountpoint.
