[Bug 1000469] [NEW] Wont start maximised

Public bug reported:

Update manager will not start maximised.

I've got the compiz Windows Placement plug-in set to maximise all
windows but no luck. If not maximised on last close it remembers its
last position - very unhelpful - I'd rather it obeyed the Windows
Placement plug-in. If maximised on last close it next opens as a
floating window, but full-screen-size with a bit hanging off-screen to
make room for the title bar at the top.

I've noticed another app, Skype, does the same - it remembers it's last
window position, but wont start maximised. Other apps, e.g. Firefox,
Thunderbird, Nautilus appear unaffected.

I'm sure this wasn't a problem before upgrading from 11.10.
