[Bug 997479] [NEW] Keyboard layout is set to English until "Primary" keyboard is pressed

I have a laptop (Lenovo T420, US) with an external keyboard (Logitech
K750, NO). The default keyboard layout is set to norwegian, but english
is added to the keyboard layout menu.

After login the keyboard layout should be norwegian, but it is set to
english until I press a key on the laptop keyboard. After a key is
pressed on the laptop, the layout for the external keyboard is set to
norwegian. However, the keyboard notification always displays "no".
