In some cases the newer bug has more information, suggestions, etc marking the older one as a duplicate of the more recent one can be a good solution, and on bugs with more comments and duplicates the heat gets higher and higher, and it has more chance of getting noticed. 
The resources are limited and we are trying hard to triage every bug, but that's very hard, so we might miss some bugs, and find only the more recent ones, and later on we find their earlier fellows, but we don't want to lose the triaging work put in the newer bug, so we mark the older one as a duplicate.

Bug description:
  add-apt-repository does not allow us to specify the ubuntu release
  version available in the PPA repository. Some repositories have not
  been updated for whatever reason to karmic but the app still works
  even though we specify hardy, jaunty, etc in the sources.list file.
