Thanks for reporting this problem. The maintainer scripts for Upstart
have not been changed for 3 years now, so the only explanations I can
think of for this behaviour are that either the file has been manually
modified by mistake or your /var is out of space.

Please could you do the following which might give us an indication as
to what is causing your problem:

1) check you have free disk space in /var (what does 'df -h /var' show?)
2) attach your /var/lib/dpkg/info/upstart.preinst
3) attach the output of 'dpkg -l upstart'

This should help us understand your problem.
