This is definitely not a bug in the plymouth-theme-ubuntu-text package:

$ dpkg -S /lib/plymouth/themes/ubuntu-text
plymouth-theme-ubuntu-text: /lib/plymouth/themes/ubuntu-text
$

The directory listed as missing in the maintainer script is shipped by
the package.  So something else must have happened to this directory on
your syste.m

  since tre upgrade to Ubuntu 12.04 LTS I have problems with Plymouth.
  Always getting errors and cannot remove nor reinstall without getting
  errors
