Sorry, I guess it is sessioninstaller being used for this now.
Anyway, I was not able to reproduce the error. I uninstalled the mp3 plugin(s), and I got the the same dialog, but it was able to find/install the appropriate plugin. 
Would it be possible for you to start rhythmbox from the terminal and attempt to play mp3? Please attach the terminal output.

Also, if you just want to work around the error, you can manually
install restricted format support:
https://help.ubuntu.com/community/RestrictedFormats#Terminal_Install

  Incomplete

Bug description:
  when I try to play any mp3 file, Rhythmbox searches for plug in, but
  it cannot find it and  i get this error message.

  Required plugin could not be found

  Python (v2.7) requires to install plugins to play media files of the
  following type: MPEG-1 Layer 3 (MP3) decoder
