Thank you for your report.
Current Ubuntu versions ship libneon 0.29.6. Using such a current version, I cannot reproduce your error (anymore). Therefore I'll close this report.
Please continue reporting issues when you find them.

Bug description:
  Binary package hint: subversion

  Last year, I encountered a problem with SlikSVN 1.6.6, a Windows
  subversion client, when connecting to Windows Subversion Servers
  running SSL:
  http://subversion.tigris.org/ds/viewMessage.do?dsForumId=1065&dsMessageId=2432256

  It turns out the problem is with libneon 0.29.0 and was fixed in
  0.29.1 (if I recall correctly).

  By default, Ubuntu 10.4 installs subversion 1.6.6 and libneon 0.29.0
  and experiences the problem. To replicate the problem, do the
  following:

  sudo apt-get install subversion
  svn ls https://svnbridge.svn.codeplex.com/svn/

  You will get a listing, but then the process will stall for a long
  period of time (minutes) until the SSL connection times out. On other
  versions of libneon, SSL connections to Windows servers behave in a
  reasonable manner (no delays).
