Status in “update-manager” package in Ubuntu:
  Triaged

Bug description:
  When running do-release-upgrade on oneiric when there is no internet
  connection established, it will check and falsely say that there is no
  upgrade available without reporting any error message. It should
  report that it was unable to check do to no int con and give an error
  message instead of lying.
