[Bug 993848] [NEW] when automatically started to launcher because updates available, cannot open window

Public bug reported:
Now Precise has actually launched, when there are updates available the
update manager starts automatically, its icon appearing in the launcher
with a badge for the number of updates available and a little light blue
triangle to the left.
Clicking on it does nothing.
Right-clicking on it and selecting Update Manager does nothing.
I don't want to install all available updates without seeing what they
are.
I have to quit it, then launch it again myself so I can see the usual
update manager window.
