[Bug 993673] [NEW] The package-data-downloads-failed* interactive upgrade hooks use gksudo to run package-data-downloader

Public bug reported:
The package-data-downloads-failed* interactive upgrade hooks use gksudo
to run the package-data-downloader script. The update-notifier-common
package does not declare a dependency on gksudo, nor should it, as other
desktop environments will not have this component installed. (This hook
is broken on Kubuntu) The best course of action is to use something
cross-distro such as pkexec for handling launching the script as root.
