This error indicates that you have manually removed the grub2 package in
favor of grub, without configuring it for use as your bootloader.

This is a configuration error, not a bug in Ubuntu. You either need to
configure grub as your bootloader after installing, or preferably,
reinstall grub2 using the following command:
