The manual partitioner isn't going to create it automatically, but it's
certainly a bug that you can't create it manually.

Title:
Cannot create bios boot partition from manual partitioner in ubiquity

Status in “ubiquity” package in Ubuntu:
  New

Bug description:
  Precise Desktop Beta2 amd64+mac

In the manual partitioner, the list of partition types doesn't include
'biosgrub' and installation cannot continue on a disk without an
  existing partition of this type.

Ideally the partitioner will create it automatically if it doesn't
  already exist.
