Bug description:
  As part of making Ubuntu 'bootstrappable' we are making sure that at
  least the core system is cross-buildable.

  ifupdown does not set the compiler correctly when cross-building. This
  simple patch fixes that.

  Multiarch crossbuilding of this package also depends on Multi-Arch
  metadata being present in gawk and noweb. Bugs have been filed.
