[Bug 965984] [NEW] hdparm keeps to spin down disk very often. Even with -S34

Public bug reported:

When on battery hdparm keeps to spin down the hard disk very often
(every 2-3 seconds). Even after the last update to hdparm 3-4 days ago
where it is set with -S34. The only fix for me is to set hdparm-
functions with -B254 when on battery.
