[Bug 965508] [NEW] tasksel not preseedable in oem-config

Public bug reported:

In current oem-config (2.10.2), setting "tasksel tasksel/tasks
multiselect openssh-server" fails to install openssh-server, or other
tasks.  This is highly valuable to preinstalled-image automation
testing, as otherwise the only option is to login through serial
console, which isn't enabled by default on desktop images (only server).

One suggestion was to enable " tasksel --new-install and tasksel/first"
for oem-config, so as not to disrupt user ability to run tasksel
installs post-install.
