Title:
  Sound is muted by default on the live CD making the screen reader
  ineffective

Bug description:
  I am doing ISO testing of 12.04 amd64 pre-beta 2. I am running test
  case ID: uai-001 Desktop Accessibility (ubiquity). Here is the link to
  the test case as required by QA .

  Stage 2: Wait for the drums.
  Stage 3: Press Ctrl+S to start the screen reader.

  Sound is muted by default on the live CD. There for there is no drum
  sound. Pressing Ctrl+S does indeed activate Orca the screen reader but
  Orca is ineffective because the sound is muted by default. It requires
  a mouse action to unmute sound. This is not acceptable for an
  accessibility option.

  Sound is still muted at the live Desktop top.

  There should be available at the Ubuntu Welcome dialog the ability to
  set a sound level by using the arrow keys. This would make Ubuntu
  accessible to visually impaired people as it is intended to be.

  In terms of the number of people effected this is a trivial bug
  because few visually impaired people will be using computers. In terms
  of Ubuntu failing to be accessible to the many visually impaired
  people this bug is major.

  I cannot send by ISO test results to QA without there being a bug
  report to link it too. I cannot use apport because this is an issue
  with an ISO image as a live CD.
