ok, but I am not trying to uninstall anything, I just want to upgrade the packages in synaptic. 
so you telling me there is no way of doing that but to install 400mb of dependencies?

Bug description:
  1) Ubuntu 12.04, all updates till date.

  2 ) ubiquity 2.10.2

  3) upgrade  ubiquity from 2.9.31 to 2.10.2, kde packages get not
  installed with it

  4) upgrade  ubiquity from 2.9.31 to 2.10.2: wants to install kde packages
     paste.ubuntu.com/899109
