Private bug reported:

I got this error from a nearly clean OS install.    It occured when I
tried to etckeeper repository (/etc versioned using bzr) from BZR to
GIT.

After installing from the CD, I installed aptitude and  etckeeper (via
apt-get).   However I had forgotten tell etckeeer to use GIT, and am
using fast-export to convert my existing history.  This is a fresh
system (I am still using my old /home directory).  All installed sofware
came from either the CD or from the default ubununtu repositories.
