I can reproduce this easily with Oneiric, but not with Precise.  I think
Chad's right and this was probably a duplicate of bug 645449.

  Cannot change keymap language again after double clicking on a
  language

Bug description:
  If I double clicks on a keyboard layout language during the install of
  Xubuntu Oneiric, I cannot select any other language again.

  TEST CASE:
  1. Launch ubiquity and go to step 'Keyboard Layout'
  2. Select different keyboard layout (left pane) until the variant stops refreshing and get unsynced
  3. Double-click on a keyboard layout or press 'Enter' to proceed to next step

  Result:
  Ubiquity hangs (cursor switch to hourglass) and must be killed.
