Yes, that is a spurious failure; as you noted elsewhere, the testcase
already contains version specific cases. It's intent is to make sure we
don't accidentally disable a cipher when doing an update. Given that and
that the list of different ciphers is strictly additive, so this test
failure (such as it is) looks okay to me.
