Since the system worked with the usb for Ubuntu 11.10, I was able to replace conflicting system files with a successful install to the Hard drive . All aspects of this problem have been resolved in regards to Ubuntu operation . 
I am still trying to find a way to install windows XP without the use of my cd-rom which is not recognized in Ubuntu 11.10 also I am waiting for the upgrade to be downloaded from a local mirror and automatically install per my settings, This will possibly give me Ubuntu 12.04 and help speed up my system with internet usage and downloads (sometimes I reached 1.1mb for download speed per second) I have never seen that number before. 
If anyone gets assigned to this bug report please find some answers to these problems I am having :
Cd/Dvd rw gcc4243n on HPnc8000 not being read or listed in system or side panel(floppy drive is listed and works)
My Wireless adaptor (DWL-G650m from D-Link.com) will not work in Ubuntu, it needs an NDIS wrapper which I have seen mentioned which was working for that user sometime ago. I have a wired connection but want the wireless too.
Updates are still available from Hp driver download site which will only work with windows OS's so I need to find a way to get windows software to work in Ubuntu. I have tried using Wine, Q4wine and Winetricks but only some programs would work, others would load up and quit due to errors which I have associated to no windows OS installed. This is the reason I need to get my CD-Rom working properly. 
Any information, instructions or download links would be appreciated for these issues, Thank You Derrick Gray.

Bug description:
  I have been trying for days to get my cd-rom to be recognized with the new Xubuntu 12.04 release which was upgraded from Xubuntu 11.10. I opted to remove the Xubuntu system and other files to go with Ubuntu 12.04 but it would not boot due to PAE files missing or not working. Now I have tried to install Ubuntu 11.10 and partitioned the 30gb hard drive so I may try to get windows xp installed at the beginning of the hard drive. The hard drive will boot but Grub Files were not able to be installed on the sda2 so I opted to have the Grub Files put on the beginning under sda.
  The partitioning I accomplished was to have approx. 14gb for windows XP at the beginning of the hard drive and install Ubuntu next with a small swap partition at the end of the hard drive.

  The goal I am trying to achieve is to get my cd-rom recognized by
  Ubuntu  and figure out how to get my wireless adaptor to work for
  Ubuntu and Windows xp. The cd-rom is (gcc4243) and the updates and
  software are available but only work with windows OS which has been
  removed from my hard drive. Now with Xubuntu I tried the wine project
  but because I could not get my cd-rom working to install Windows XP
  nor could I get other windows software to work I have decided to try
  another approach which is currently in the works but am still running
  from my USB drive due to boot problems with the Ubuntu install to a
  specific partition.

  If this does not work while using the usb drive to reinstall Ubuntu to
  the hard drive on the last partition I will try to install on the
  complete hard drive and use G-Parted to reconfigure the hard drive for
  a Windows XP install at the end of the hard drive. I like Ubuntu as an
  operating system but require a windows OS to keep all of my hardware
  and firmware working properly.

  My Computer is an HPnc8000 notebook without WiFi and running 512 mb
  ram with a 30gb hard drive, floppy disk drive is working and
  recognized but cd-rom is not. The wireless adaptor is dwl-g650m from
  D-link and updates are available which work well with Windows XP but
  needs a specific wrapper "ndis ?" to work with Ubuntu and I have seen
  an article where the user got it to work which I will find later.
